With 30 years of experience across federal and local law enforcement, Scott Francis is the founder of Grey Sector Consulting, bringing extensive expertise in complex investigations, intelligence, security, and operational strategy. During his career, Scott served in senior leadership positions with Homeland Security Investigations (HSI), including leading the agency’s Counterproliferation Mission Center, where he managed complex national security initiatives, multi-million-dollar resources, and partnerships across government and the private sector. His career also includes service with the U.S. Department of State’s Diplomatic Security Service and the Springfield, Missouri Police Department, along with extensive experience in covert operations, surveillance, undercover investigations, and classified interagency operations. Today, he applies that experience to help private-sector clients navigate complex investigative, security, and strategic challenges with capabilities developed at the highest levels of government.
