Scott Francis - Founder
With 30 years of experience across federal and local law enforcement, Scott Francis is the founder of Grey Sector Consulting, bringing extensive expertise in complex investigations, intelligence, security, and operational strategy. During his career, Scott served in both senior leadership and operational positions with Homeland Security Investigations (HSI), including leading the agency’s Counterproliferation Mission Center and a smuggling task force, as well as serving as an undercover operative, case agent, and use-of-force instructor. His career encompassed complex investigations, covert operations, national security initiatives, management of multi-million-dollar resources, and strategic partnerships across government and the private sector. His career also included service with the U.S. Department of State’s Diplomatic Security Service and the Springfield, Missouri Police Department, along with extensive experience in covert operations, surveillance, undercover investigations, and classified interagency operations.
Today, as a Top Secret/SCI-cleared consultant and licensed private investigator, Scott leverages three decades of experience to provide private-sector clients with discreet, informed solutions to complex challenges.
